The presidium of this conference was not accidentally chosen, given that the Romanian Academy has branches only in three cities in Romania (Bucharest, Iasi and Cluj), it was appropriate that at the 8th SEA conference in Iasi and the 12th having the Romanian Academy as a partner, the president of the Romanian Academy in Iași was invited. Personally, I am satisfied with the result of our mobilization in a very short time: we have 60 participants.

The professor wanted to express his gratitude to professors Zaiț and Sasu, personalities who marked his academic approach, specifying at the same time that the purpose of a teacher is to train people and then let them “fly”.

I’d start with the term “friends”, used by Florin, to thank all the participants present at this event of ours, i.e. SEA friends, because, regardless of the status, position or life course, all those who participate in our events remain in the SEA community, communicate with each other and meet when time allows. At the same time, I would like to greet the presence and bring my thanks to Prof. Zaiț, the one who launched the Management Intercultural journal and now allows us to continue his project. Regarding the works to be presented, I would note the talent of the authors in sharing ideas which will give the debates an energetic aspect, will make things happen live, in force in the minds of the audience. The works will provide reasons for reflection, a critical eye that will enhance the intercultural aspects.

Then, the professor delighted the audience with a presentation entitled “Cultural background of the research-innovation” in which he conducted an analysis of the link between linguistics and the innovative potential of a culture.

Then, a funny presentation entitled “Culture and aesthetics in international marketing” followed in an atmosphere animated by examples and images whose interpretations differed from country to country.

presented a laudation to the professor Vasile Munteanu, one of the founders of the Marketing department, “a MAN who left us much too soon, after a relentless illness” as stated by the speaker. The teacher brought a series of arguments that legitimized her to give the lecture, then reviewed the biographical coordinates, as well as the beliefs of the life of her former colleague, who had been hoping “in a divine miracle” until his last moments.

Lilia COVAS, Angela PIRLOG  THE IMPORTANCE OF NATIONAL CULTURAL DIMENSIONS ON INTERCULTURAL COMPETENCE DEVELOPMENT OF FUTURE MANAGERS

The process of training intercultural competences of future managers is closely associated to the national culture of the country they come from. This is why studying cultural dimensions is very important in this context. Possible intercultural differences can be ameliorated through the getting of intercultural competences, and the intercultural formation considers the cultural positioning of the countries, according to different models. Main methodological approach of this paper represents the comparative research. Part of the information in the article includes the works of foreign and local researchers in the field of managerial theory and practice and scientific studies carried out in the Republic of Moldova and Romania. We used as the basis of our study the model of national culture differences of Fons Trompenaars and Charles Hampden-Turner. In the article the authors analyzed the cultural dimensions of the business students from Romania and the Republic of Moldova. The results of the study allow highlighting certain important particularities, which must be taken into account when developing intercultural competence of future managers. This is explained by the fact that the culture and the way they see the world will dictate their attitudes and behaviors in their personal and professional lives. How they perceive different cultures and how they react to them should make them think about problems and then find the best solutions for maintaining intercultural consensus.

Diana Georgiana BUCĂTAR THE SOCIO-ECONOMIC IMPACT OF CROSS-CULTURE IN THE GLOBALIZED WORLD

The globalization of human society has been conditioned, for decades, by the extent to which the cultural relations had an effect in connection with the economic and political arrangements. Major challenges at the beginning of the 21st century, such as radicalisation, migration, and the reorganization of the world economic order, within multicultural and multilingual societies, both in and outside the boundaries of the European Union, generated a strengthening of nationalist manifestations as a response to globalization. Our paper aims to tackle what we believe is a great paradox of our times: while globalization created the concept of cross-culture that has opened a new horizon for collaboration and new opportunities between nations on the global market, it also fuelled the spread of strong nationalist behaviours and protectionist economic measures. Analyzing the current role of cross-culture in the economic growth of Eastern-Europe countries, we propose to launch a new perspective in this field of research.

Ecaterina CHIȚUSPECIFICITY OF EMPLOYER BRANDING IN THE ROMANIAN ECONOMY

At the national level, against the background of the transition from a socialist economy to a market economy, a series of divergences of theoretical and practical nature were generated in the whole spectrum of human resources, but also of the process of attracting, maintaining and developing them. Changing the vision of man and his role in the work process, but also increasing the interest in how he perceives the employer has determined an approach of specialists in the treated area by everything that means brand and its connection with the role of employer. Thus, this article deals with employer branding in the contemporary market economy, from a new perspective, namely the implementation of employer branding strategies based on national specificity. The methodology used is represented by a qualitative approach, based on the interview guide, applied to companies in Romania that use employer branding strategies, in order to identify the employer branding strategies used and the benefits they bring. The general benefits of using employer branding strategies have been on the quality of work, human involvement in this activity, in increasing the creative capacities of the employees and the interest to use time efficiently.

Lorena Florentina DUMITRAȘCIUCHOW IMPORTANT IS EDUCATION IN CREATING SUCCESSFUL ENTREPRENEURS? & CHARACTERISTICS OF THE ENTREPRENEURIAL SPIRIT

Purpose: The purpose of this study is to analyze the importance of education in creating successful entrepreneurs, considering that entrepreneurs focus all their attention on “making things happen” in the real world, rather than focusing on approaching. academic.
Methodology: We conducted a focus group with 10 IT entrepreneurs, with 3-5 years experience in the field, in which we discussed with them about the importance of education in creating successful entrepreneurs.
Results: Entrepreneurs consider that education is extremely important, noting that there are a number of ways in which an entrepreneur can obtain an education, and here we do not refer only to a formal academic education which usually involves the part of exams, courses and go to college. Entrepreneurs have stated that formal education is important, but it is not always the best option for successful entrepreneurs, if we are to refer to the world’s great entrepreneurs. This is why they need other non-formal education sources. Most entrepreneurs use forms of non-formal education: mentors, coaches, motivational speakers, famous authors, trainings, debates, story telling, brainstorming, networking, participation in events within their sphere of activity and workshops (9 out of 10 entrepreneurs). Forms of formal education: college members (6 out of 10 entrepreneurs). Contrary to what many people believe, success is not synonymous with money, power, goals and achievement. Entrepreneurs consider that the journey they make is more important than the results they get. In addition to the journey side, entrepreneurs reported that just as important is the attitude they adopt towards success and the principles behind which they are guided in life. So even if entrepreneurs go through the same process, the results can be unique every time. Because of their experiences. Another aspect that the entrepreneurs referred to was knowing their own purpose in life, benefiting and reaching a maximum potential. Entrepreneurs would not have come to such a process of awareness if they had not resorted to the methods of formal and non-formal education, by which they have outlined a set of values that come from the essence of people’s identity and beliefs. So, unconsciously, values come from education, from teachers, from new people that they admire, friends, parents, colleagues and others with whom they intersect and that have a certain impact on them. Therefore, education regardless of its form offers, entrepreneurs the opportunity to open up intellectually. At the same time, education gives entrepreneurs the opportunity to become flexible in what they do.

Mihaela MURARIUTHE ANALYSIS OF PROFESSIONAL TRAINING SOLUTIONS FOR CIVIL SERVANTS IN ROMANIA IN THE FIELD OF INTERNAL MANAGEMENT CONTROL

Romania’s accession to the European Union has also meant the implementation of the community acquis. In the field of internal management control, there have been multiple legislative changes since 1999 and until 2019. The purpose of this article is to identify the education / professional training solutions of civil servants in the field of internal managerial control in order to increase their degree of compliance. Our analysis shows that there is a need for training in the field of internal managerial control generated by staff hiring, legislative changes and the weak digitalisation of public institutions. The methodological approach is based on the analysis of the professional training offers of the private providers, the National Institute of Administration, other bodies of profile and on the existing legislative framework.

Daniel-Florin DĂNILOAIA, Simina-Nicoleta BOHÂLȚEANUINFLUENCE OF TECHNOLOGY ON EMPOWERMENT PROCESS AT WORK

In a competitive environment, holding information is an essential form of power for any organization focused on continuous development and learning. In this sense, information technology (IT) is currently a valuable tool for facilitating communication in organizations, being used to improve the work results of employees and thus contributing to the implementation of the empowerment process. Since not all companies are aware of the power of this resource, or they are not able to use it. The present study aims to highlight the role of IT in the empowerment process, highlighting important IT tools that facilitate organizational communication, learning and providing organizational support at every step of the empowerment process. In the present research, the documentary analysis was used to analyze the most relevant and new articles found through Google Scholar, Elsevier, Web of Science search engines. Also, this article is providing a starting point of future empiric research on the topic for scholars or practitioners in human resource management.

Anca-Simona HROMEICORPORATE GOVERNANCE SYSTEMS AND CONVERGENCE TENDENCIES

Over time, the specialized literature has very clearly delimited the two main types of corporate governance systems, namely the “outsider” and the “insider” type, starting from the analysis of various internal and external factors. However, as the economic environment and financial markets evolve, the influence of several factors changes, and certain features of a system are increasingly found in companies previously included in a distinct governance system. This paper firstly aims to delineate the characteristics specific to each governance system, and secondly to present those reasons, factors and the characteristics that lead to the possible gradual convergence of the governance systems worldwide.

Sebastian TOCARAPPROACHING CULTURE: VALUES OR (AND) DIMENSIONS?

Each society has its own culture, representing the mental configuration of its carriers, which provides them with a set of tools designed to facilitate solving the multitude of problems related to the existence and activity of both individuals and the entire society. The present paper analyzes two of the known ways of approaching culture: the qualitative one, through the cultural values and the quantitative one, represented by the cultural dimensions. The author studies the specific elements of each approach, the connection between cultural values and dimensions, and proposes the concept of Cultural archetype, in an original sense, independent of those that can be identified in the specialty literature.

Mariana MITRA-NIȚĂTHE FUNDAMENTAL ROLE OF CRIMINAL LAW IN THE LEGAL SCIENCES

Criminal law is one of the most important branches of the legal system. Its role and importance are unquestionable, in the context in which the purpose of criminal law is to defend society and its members. Criminal law, also known as the “guard dog of society”, is regarded as a “ultima ratio”, when the other branches of law prove to be powerless in defense of the most important social values. Criminal law has a millennial existence, being the pure proof of people’s willingness to defend themselves even against the facts of their fellow men. Thus, criminal law is not a novelty of the contemporary world, a discovery of modernity, but it is as old as people’s feelings of security and self-preservation. It has evolved beautifully, sinuously and has always expressed the relationship of man with the value system. Certainly, in the future we will witness a rapid emancipation of the current legal and criminal rules and regulations, out of humanity’s simple desire to live safely, peacefully and in harmony.

Marilena MARIN”ACTIO DE EFFUSIS ET DEJECTIS” BETWEEN THE ROMAN LAW AND THE ROMANIAN LAW TODAY

Starting from the ancient origins of the Romanian law, meaning from the Roman law, it was chosen as the subject of the research and debate a legal action specific to the field of civil liability/obligations, a particular case in the field of liability for damages caused by things in general. This analysis begun with the elements of Roman law and the characteristics of this kind of responsibility as they were viewed in Roman antiquity and it will continue with the aspects of theory and especially the judicial practice meet nowadays regarding the chosen theme. The present paper also presents a novelty by the way of approaching the legal operation specific to the liability for damage caused by things. Actually, the subject was little approached through the so-called “actio de effusis et dejectis”. Also, it has proposed an analysis of this type of responsibility and, precisely, the analysis in the report of an action specific to the field of civil obligations less known to law practitioners in this formulation. At the same time, it is about the Romanian law as compared to the Roman law, especially to demonstrate the importance of knowing the essential notions of the Roman law, which the Romanian legislator adapted it to the Romanian context during the elaboration of the new civil code.

Lenuta COJOCARIU, Florin OPREAINTERNATIONAL PRACTICES OF FISCAL CONSOLIDATION – A COMPARATIVE APPROACH

Public financial systems are nowadays confronted with many risks, shocks, stressors or pressure factors, including the economic and financial crisis, demographic evolutions, political turbulences etc. On this background, financial public policies are more often targeted to the so-called “fiscal consolidation”, primarily aiming to keep under control the public deficit and debt, without threating the economic growth. Unfortunately, the fiscal policy international practice seems to show that in some cases such efforts are made only after the manifestation of the turbulences or disruptions, to counteract their negative effects, instead of an anticipatory approach, as rational. What is even worse is that in some cases the (pro-cyclical) fiscal measures adopted before the crises induce weaknesses of the public financial systems that increase the negative effects of the shocks. From this point of view, we analyse comparatively the recent programs of fiscal consolidation enacted by the EU Member States and their effects, aiming to identify the potential good practices with high normative relevance, to be adopted by other policy-makers. Our analysis relies on data from Eurostat database for the 28 Member States of the European Union, covering a decade timescale, from 2008 to 2017. The main findings show that the timing and integration of structural reforms, fiscal adjustment composition, and distribution of sacrifice through the austerity programs represent the main success or failure factors of public finance consolidation, thus suggesting some important landmarks useful for policy makers in designing fiscal policies.

Ariana-Anamaria CORDOȘDOES FACEBOOK USE REVEAL PERSONALITY TRAITS OR MENTAL HEALTH STATUS?

Internet addiction was first described in 1998 by Young. Later the co-existence of internet addiction with psychiatric disorders or personality disorders was also described. The mechanisms of the development of internet addiction are mostly unknown. Dependence on Facebook can be quantified using several scales. A systematic review followed the PRISMA guideline was conducted. Studies that described participant’s behaviour related to Facebook, stored in PubMed were analyzed. Studies in English were included if they reported primary or secondary research, with analytic quantitative designs used to provide insight on problematic use of social media, relating psychiatric or personality disorders. Both interventional and observational studies were included. The medical literature via PubMed was reviewed in October 2019 using the key word “Facebook,” and the Mesh terms “personality” and “mental health”. The search was undertaken and included papers published up to then. Data extraction was done using home-made standardized forms, and any duplicates were removed. Firstly, titles and abstracts were screened for inclusion. Secondly, eligibility was assessed through full-text screening. A data extraction form was developed and pilot-tested on a randomly selected subsection of studies. The data extraction form ensured that the review extracts pertinent data to provide a comprehensive synthesis of the literature regarding social media analysis of medical information usage. As per the PRISMA guidelines, data was extracted from each study that meets the inclusion criteria, including participants, interventions, results, social media behaviour analysis methodology. The Pubmed search resulted in 281 articles.

Adriana UNGUREANU, Emilia PASCUHOW TO PERSUADE CUSTOMERS IN SELLING NANOPRODUCTS?

Good ideas are sometimes hidden in new unknown products and they can die if the selling process fails. Decades ago, the nanotechnology concept used to be a nice dream and many discoveries were at the starting level. Nowadays we have plenty of successful nanoproducts that succeeded to cross the fundamental discoveries and won, step by step, slices from the market. In this article we analyze a descriptive case study of an entrepreneurial attempt for producing and selling nano-items on the Romanian market. Our purpose was to gather – through the in-depth interview method – some relevant information regarding the strategy adopted and the conditions that guide the small company in its acting on the market. We found that beyond the way of thinking and confronting the fear for something that people do not know, the technics of selling and the management of customers and clients are the key to reach success. Our study allows us to learn a lesson about practices used in persuading customers during the selling process of nanoproducts, but the result brings us to the conclusion that for the moment the company cannot survive without producing and selling traditional or other products. Meanwhile, nanoproducts remain the flagship of the company, insufficiently explored, trying to cross the obstacles at the level of laws and customer mentality.

Corina CARA – DARK PATTERNS IN USER EXPERIENCE: A META-ANALYSIS OF THIS PRACTICE IN THE MEDIA & SOCIAL MEDIA MESSAGES: AN ELABORATION LIKELIHOOD MODEL PERSPECTIVE

This paper addresses the topic of dark patterns used in the design of various web products or services. Dark patterns are deceptive elements that are intentionally crafted to make the users do actions that they wouldn’t do otherwise. Those techniques are used for the benefit of various stakeholders and are included in web products that are used world-wide, such as social media platforms, some popular apps or web services. The concept is well known among practitioners. However, a few studies on this topic have been done and in order to gain awareness about it some more academic research is needed. The main purpose of this study is o investigate if there is some consent about the topic of dark patterns among the digital media resources. This study is of descriptive nature. A systematic review approach is used, analyzing over 30 original digital media sources that addresses this topic. This paper is not about criticizing, it’s about continuing an ongoing discussion about the users’ rights and the values of web products creators with the purpose of minimizing malicious techniques towards users. This study contributes to the broadening of the research on dark patterns. It also contributes to the understanding of those techniques in an effort to minimize them. Results can be used for developing frameworks for future research.

Dumitrița IFTODEGENERATION Z STUDENTS AND LEARNING STYLES

Due to technological evolution and digitalization education has encountered many changes in the last decade. Students as a part of educational system bring their own footprint on it through their learning styles. Therefore, the aim of this study is to evaluate the learning styles of a group of undergraduate and postgraduate students. The achievement of this goal is realized through a questionnaire applied to a sample of 114 students. Particularly, I have used the Felder & Soloman Index (ILS), which is specifically evaluating four learning dimensions: processing information; perceiving information; receiving and understanding information. In order to shape the students’ learning styles, the statements were grouped in three categories and had a five – point Likert scale for evaluation. Even if at first glance the problem of learning styles is considered a simple task, through further analysis I realized that it is a complex process. Understanding and defining the students’ leaning styles is particularly important because this is the key of their active involvement. In this context, Z generation is identified with an auto-didactic and independent learning type and also with a strong desire to choose what and how to study.

Raluca-Elena CAUNICFRAMEWORKS AND MEASURES FOR HEALTH SYSTEMS PERFORMANCE ASSESMENT

Population health is a duty for all the governments. In order to improve the quality of health services and to ensure sustainability of the health systems, the assessment of systems performance became mandatory. World Health Organization undertook in 2000 a comparative assessment of the performance of health systems for 191 member states, based on a generic framework. The results highlighted the strenghts and the weaknesses of the systems, stimulating the political interest for monitoring health systems performance. The purpose of this paper is a critical review of the frameworks applied for performance assessment of the health systems. The article summarizes the steps taken in frameworks design and the sets of indicators derived from them. These evaluations provide effective models for health systems stewardship, guiding policy-makers. The emphasis is put on unifying reporting standards of data and indicators and on coordination of methodologies, to ensure reliable cross-country comparisons for mutual learning.

Bogdan Andrei TILIUȚĂ, Ioana Raluca DIACONUGENDER INFLUENCES ON ORGANIZATIONAL CULTURE

The latest trend pertaining to globalization is to decrease and eventually eliminate any kind of discrimination. Numerous researchers have closely followed this trend across different work fields and their studies have generated a clearer perception of the magnitude of the discrimination paradigm. In this respect, we analyzed the managerial field form the gender point of view, and we have also pointed out the benefits of gender diversity in an organization. The rapid developments in all spheres (economic, cultural, political, social, technological) generate challenges for managers across organizations if they don’t adapt quickly enough. As the organizational culture is the context in which all the managerial processes are developed and structured, our research investigates how members of the management board can achieve real change through elements within the organizational culture.

Mihai TALMACIUCHALLENGES IN PROMOTING THE ETHICAL ORGANIZATIONAL CULTURE IN ROMANIAN UNIVERSITIES

Obtaining the status of a responsible and moral university is the aim of any higher education organization. For this, it is necessary to adopt measures that will lead to promoting and maintaining a strong ethical culture in universities. The simple statement of ethical principles and values that are promoted by the management of universities in teaching and research activities, as well as the adoption of a code of ethics and integrity are not sufficient to promote a true ethical culture among the members of the academic community. For this aim is needed to implement an integrated system of methods and instruments to implement ethics management in universities and to obtain the support of all university stakeholders. This paper aims to carry out a critical analysis of the stage of implementation of ethics management in Romanian universities and to identify the implications of promoting an ethical culture among members of the academic community. Also, we aim to identify the barriers in promoting and maintaining a strong ethic culture in universities.

The orientation towards sustainability represents the tendency with a significant increase in the entire society. The universities, considered locomotive-organizations for society, should be the first to introduce systems orientated directly towards sustainability promotion, at the level of the specific processes, curriculum and research. However, the preservation of the academic traditions and the elitism characteristic for the universities bring difficulties in making strategic changes at an organizational level. Furthermore, the importance of positioning in different systems of university evaluation leads to a genuine obsession of the system for fulfilling the indicators that contribute to the final score. This paper presents the Romanian universities’ approaches concerning the sustainability and academic elitism, based on an extended documentation of different declarations, reports and public academic strategies. The results reveal the orientation towards academic elitism and poor sustainability, the causes having been identified in the cultural context specific for the university system. The conclusions present systems of alternative indicators, with a focus on sustainability.

In the recent years, in Romania, the phenomenon of entrepreneurial mothers has increased. This phenomenon is a worldwide one, and in Romania there are online groups and communities that support mothers who have businesses for their development. A third of all new businesses are created by women. This is true for many Member States of the European Union. Women are therefore forming an increasingly significant portion of the SME`s sector, which is the major source of new jobs. This article aims to to investigate the role of skills and abilities in explaining the “mumpreneurship phenomenon” in Romania. Methodologically, it worked from a qualitative approach, supported by conducting in-depth interviewst with mother entrepreneurs from different socio-economic and business profiles from different development regions in Romania.We will describe topics such as those related to time, money, business, motivation, characteristics of mothers entrepreneurs. This article aims to contribute to the research within the concept of “mumpreneurs” and the interface of family life in contrast with the entrepreneurial environment, especially since studies shows that entrepreneurial mothers build their businesses differently than men.

Vasile-Lucian V. GOLDANTHE DONATION IN THE METROPOLIS OF MOLDAVIA AND SUCEAVA, IN THE SECOND HALF OF THE 19TH CENTURY. „PANTAHUZELOR DOSSIER”

The donation or the practice of aid collection, in order to build or rehabilitate a place of worship, is an old habit in Romania, and during the arch-shepherding of Metropolitan Iosif Naniescu (1875-1902) in Iași, this was one of the most common options. In order to ensure the transparency of this action, the fundraising action had to have the blessing of the bishop of the place. This blessing was called „pantahuză” (gr. πανταχοῦσα), a document issued by the metropolitan or episcopal chancellery, signed by the bishop and given to a community, in response to an initial request. The present paper attempts to present in an objective and systematic manner the main issues of financial aid collection, both in villages and cities, by virtue of the document called „pantahuză”.

The business environment is overwhelmed by the progress of technology, the increasing and dynamic expectations of customers and the changing competitive landscape. Continuous innovation has become an imperative for most companies in all sectors of activity. The position of manager today involves lots of responsibilities and stress. Managers need to be efficient and effective in the context of managing a limited budget whilst government regulations change periodically, and financial, material and human resources are not always available. Innovation is the generation and implementation of new and potentially useful ideas and it’s essential in most jobs because it contributes to the performance, growth and survival of companies. The influence of leadership on innovation within organizations is an extremely important subject, a feature which will remain relevant in the future of the company. Therefore, the question of the research is: Can a complex causal relationship be established between the influence of leadership on innovation? The purpose of the research is to create a model that highlights the precise leadership components which influence innovation at the organizational level.
